eMigrate is connectivity in its least romantic form: a record that ties one worker to one employer and one contract, held by the government, before anybody boards a flight. A worker whose employer never appeared on the portal, whose contract was never filed and whose departure was never recorded has nothing to point at when the job turns out to be something else. The portal is not paperwork standing between you and the flight. It is the only place your job exists on the record.

What eMigrate actually is
eMigrate is the Ministry of External Affairs system that ties four things together: the foreign employer, the recruiting agent, the worker, and the contract. Before an ECR passport holder can be granted emigration clearance for one of the 18 notified countries, the employer has to be registered, the agent has to be registered, and the job has to be filed against your passport number. The Protector of Emigrants then clears it.
That sequence is the point. It means that months later, if the salary is not what you signed for or the job is not the job in the contract, there is a filed document with your passport number on it, held by the Indian government, that says what you were promised.
What the portal asks of you, ECR and Non-ECR
The two passport classes travel through the system very differently, and most confusion comes from a candidate being told about the wrong column.

Registering yourself, step by step
- Go to the official portal directly. Type the government address into the browser yourself. Do not reach it through a link in a WhatsApp forward, and do not use a lookalike site that asks for a payment to register you.
- Create your emigrant account using your passport number, date of birth and your own mobile number. Use a number you will still have abroad if you can, because that is where the one-time passwords will go.
- Complete your profile exactly as your passport reads. A name spelled differently from the passport is the most common reason a file stalls.
- Give your employer or agent your registered details so the job can be filed against your passport number. You do not file the emigration clearance application yourself; the registered agent or the direct employer does.
- Check that it was actually filed. Log in and look. This is the step candidates skip and the one that matters most.
- Keep your own copies. The offer letter, the contract, the insurance policy and the clearance, saved to your phone and emailed to yourself. Paper you can produce is worth more than a promise you remember.
The insurance almost nobody mentions
Every ECR passport holder emigrating for work to a notified country must be covered by the Pravasi Bharatiya Bima Yojana. It is compulsory, it is cheap, and very few candidates are ever shown the policy. The current scheme carries ₹10 lakh for accidental death or permanent disability leading to loss of employment, wherever the worker is and whoever they end up working for. It adds medical cover of up to ₹1,00,000, capped at ₹50,000 per hospitalisation, covering injury and illness in India or in the country of employment. It also covers the actual one-way economy fare home for a worker declared medically unfit or whose employment ends early.
The premium is ₹275 for two years and ₹375 for three. That is the whole cost of the protection. Ask for the policy document by name, keep it, and send a copy to someone at home. A family that does not know the policy exists cannot claim on it.
If your employer is not on the portal
Sometimes the answer is innocent. A new employer may not have completed registration, and a good agent will tell you so and give you a date. What should worry you is a different answer: that registration is unnecessary, that the portal is slow so you will travel on a visit visa and regularise later, or that your ECR passport can be worked around.
Travelling on a visit visa and then working is illegal in every Gulf state. It leaves you with no contract, no insurance, no filed record and no standing to complain, and it ends in detention and deportation often enough that it is the single most common story behind ruined savings. The portal being slow is not a reason to leave the system. It is the system.

Do I need to register on eMigrate if my passport is Non-ECR?
Emigration clearance from the Protector of Emigrants applies to ECR passport holders travelling for employment to the 18 notified countries, so that step does not apply to you. Registering is still worth doing, it costs nothing, and you should separately insist that your employer is registered and your contract is filed. Skipping the clearance does not mean skipping the protection.
How much does eMigrate registration cost?
Creating your own emigrant account is free. The compulsory insurance for ECR passport holders under the Pravasi Bharatiya Bima Yojana costs ₹275 for two years of cover or ₹375 for three. Anyone charging you a separate amount to register you on the portal is charging for something you can do on your own phone in a few minutes.

My agent says the portal is slow and I should travel on a visit visa. Is that safe?
No. Working on a visit visa is illegal in every Gulf state. You would arrive with no filed contract, no insurance and no record that the job was ever promised to you, and the usual outcome is detention and deportation with the money already spent. A slow portal is a reason to wait, not a reason to leave the system that would otherwise speak for you.
How do I know my employer is registered?
Ask for the employer's registration details and the name of the registered recruiting agent handling your file, then log in to your own account and look at what has been filed against your passport number. A genuine agent will give you both without argument. A refusal to name the registered agent your application sits with is the answer.
