How to change ECR to Non-ECR: the doors, not one door

Almost everyone is told the same thing: pass Class 10 and your passport can be changed. That is true, and it is also one of several routes the government recognises. One of the others may already fit you.

Ramanujan had no degree. What he had was a notebook, and a route into Cambridge that nobody had drawn for him. Most people who need a Non-ECR passport are told there is exactly one route, a Class 10 certificate, and if they do not have it they stop asking. There are several. One of them almost certainly fits you, and several have nothing to do with school at all.

First, check that you actually need this

Open your passport at the last page, the one carrying your address. If it prints “EMIGRATION CHECK REQUIRED”, your passport is ECR. If that page says nothing about emigration, you are already Non-ECR and there is nothing here for you to do. Since 2007 the government stopped printing “ECNR” on passports, so a blank page is the good outcome, not a missing one. Our 30-second check walks through it.

ECNR and Non-ECR are the same thing. The older term was Emigration Check Not Required, shortened to ECNR, and it is still what most people say. The current documents say Non-ECR. If a recruiter uses one word and your passport office uses the other, nobody is talking about a different status.

The doors, more than one

The Emigration Act, 1983 does not say “pass Class 10”. It sets out categories of people whose passports are not stamped, and matriculation is only the most common of them. Read this table looking for yourself, not for the row you were told about.

The second row is the one that changes the most lives and gets mentioned the least. A great many skilled workers in Telangana and Andhra Pradesh left school early, went straight to an ITI, and came out with a two-year National Trade Certificate in welding or fitting or electrical work. They have been told for years that their passport cannot be changed because they did not finish Class 10. The trade certificate is a category in its own right. If that is you, take it to the passport office and ask.

The reissue, step by step

Changing the endorsement is not a special application. It is an ordinary passport reissue in which you also ask for the ECR endorsement to be deleted:

  1. Apply for reissue on the Passport Seva portal and choose the option to delete the ECR endorsement. It sits inside the normal reissue form, not in a separate category.
  2. Attach the proof for your category from the table above. Attach one that clearly fits rather than three that half fit.
  3. Book your appointment at your Passport Seva Kendra. In Hyderabad and Secunderabad the early morning slots release first and go fastest.
  4. Carry the originals. Verification is done against the original certificate, never against the photocopy in the file.
  5. Expect police verification as with any reissue, usually at your address on record. Keep your phone reachable.
  6. Collect the new passport. The endorsement page will now be blank, and that blank page is your Non-ECR status. There is no stamp that says ECNR.
No agent can move this faster, and the ones who say they can are describing a bribe. The queue is the queue. A payment made to jump it sits against your passport file for the life of the document, and the person who took your money is not the one carrying that risk. The whole reissue costs the government fee and your own time.

What it costs and how long it takes

The fee is the ordinary reissue fee: ₹1,500 for the 36-page booklet with 10 years of validity, or ₹2,000 for the 60-page version if you expect heavy travel. Removing the endorsement adds nothing to that. Timelines vary by centre and by how quickly police verification clears, so treat any promise of a fixed date with suspicion, including ours. What you can control is that your file is complete on the first visit.

Plan it before you start applying for jobs abroad, not during. An employer working to a six-week mobilisation will not hold a seat while a passport is reissued, and that is the single most common way a good candidate loses a real offer. The passport is the first item on the full document checklist, and it is the one with the longest queue behind it.

If none of them fits you today. The honest answer is that ECR is not a punishment and not a permanent state. A one-year ITI course, an open-schooling Class 10, or a first contract in a country outside the notified 18 all move you into a category later. What you should not do is buy a document. A forged certificate in a passport file is a criminal matter, and it surfaces years afterwards at the worst possible moment.

What changes once the page is blank

A Non-ECR passport does not make you a better candidate. It removes a step. For employment in the 18 notified countries, an ECR holder needs emigration clearance from the Protector of Emigrants before departure, which means the employer must be registered on eMigrate and the paperwork must clear in time. Properly done, that process protects the worker. Done late, it costs the job.

Everything else is identical. Same validity, same visa-free access, same document. Tourism, family visits, pilgrimage and study are unaffected either way, and always were.

Frequently asked questions

Can I change ECR to Non-ECR without a Class 10 certificate?

Yes, if another category fits you. The government recognises several, including a two-year ITI diploma from NCVT or SCVT, being over 50, having spent more than three years abroad, paying income tax in your own name, holding a professional degree, nursing registration under the Indian Nursing Council Act, and a seaman's Continuous Discharge Certificate. Class 10 is the most common route, not the only one.

How much does it cost to remove the ECR endorsement?

There is no separate government charge for removing the endorsement. You pay the ordinary passport reissue fee, which is ₹1,500 for a 36-page booklet with 10 years of validity and ₹2,000 for a 60-page booklet. Anyone quoting a special fee to delete the endorsement is charging you for something the government does not bill for.

Does my ITI certificate really qualify for a Non-ECR passport?

A two-year diploma recognised by the National Council for Vocational Training or a State Council for Vocational Training is one of the listed categories. Carry the original diploma or National Trade Certificate to the Passport Seva Kendra along with your reissue application. Many skilled workers who left school before Class 10 qualify through this route without knowing it.

How long does the reissue take?

It varies by passport office and by how quickly police verification clears at your address on record, so no one can promise you a date. What you control is completeness: the right proof for your category, originals carried to the appointment, and a reachable phone number. Start the reissue before you apply for jobs abroad, not while an employer is waiting.

Will a Non-ECR passport get me a better job or a higher salary?

No. It removes a procedural step, nothing more. For employment in the 18 notified countries an ECR holder needs emigration clearance from the Protector of Emigrants, which takes time the employer may not have. Your trade, your certificates and your experience decide the job and the pay. The endorsement only decides how fast your paperwork moves.
