Role overview
Senior HSE engineers to lead HSE on major ADNOC, ENOC and other UAE and GCC oil and gas, EPC, refinery and petrochemical projects. AED 10,000 to 12,000 a month, leading audits, investigations, contractor compliance and high-risk work controls.
Key responsibilities
- Lead implementation of the project HSE management system
- Review project HSE plans and procedures
- Review risk assessments, JSA and JHA and method statements
- Review and monitor permit-to-work systems
- Lead HSE audits and inspections
- Monitor the HSE compliance of EPC contractors and subcontractors
- Review HSE performance and the status of corrective action
- Lead investigation of serious incidents and near misses
- Carry out root-cause analysis
- Develop corrective and preventive action plans
- Monitor high-risk and simultaneous work:
- SIMOPS and simultaneous construction activities
- Lifting plans and lifting operations
- Confined-space entry
- Hot work
- Work at height
- Coordinate emergency-response planning and drills
- Lead HSE meetings with contractors and project stakeholders
- Prepare HSE performance reports and statistics
- Take part in client and regulatory audits
- Keep HSE documentation and records in order
- Advise project and construction managers on HSE
- Intervene where unsafe work or unacceptable risk is found
- Monitor HSE compliance through construction, commissioning and handover
- Review the project risk register
- Interface with client HSE representatives
Requirements
- Degree in engineering, HSE, safety or a related discipline
- NEBOSH certification is required for this role
- Strong experience on oil and gas, EPC, refinery or petrochemical projects
- Experience on ADNOC, ADNOC Group, ENOC or other UAE oil and gas projects, or under their HSE requirements (preferred, not required)
- Strong understanding of GCC project HSE requirements
- Proven experience managing contractors and subcontractors
- Strong knowledge of permit-to-work, JSA, risk assessment and method statements
- Experience investigating incidents and carrying out root-cause analysis
- Experience with HSE audits and compliance inspections
- Strong knowledge of high-risk construction activities
- Valid passport

It is preferred on these roles and not required: candidates without it are considered on their wider oil and gas and EPC experience.

Salary & benefits
AED 10,000–12,000 /mo — approximately ₹259,400 – ₹311,300 per month (indicative). Final salary depends on your experience, skills, communication and interview performance, and on the employer's selection. Benefits such as accommodation, transport, food and other allowances vary by employer and will be confirmed in the employment offer and contract.
